Road, drainage and pedestrian access upgrade for Berrigan Shire Council, including full lifecycle project management and TfNSW coordination.

In8 (formerly Curry Project Management) delivered full project lifecycle support for the reconstruction of Murray Street between Wollamai Street and Pinnuck Street in Finley. The upgrade improved traffic safety, pedestrian access, stormwater performance and visual amenity through coordinated design, stakeholder engagement, service relocations, civil reconstruction and streetscape enhancements.

In8 (formerly Curry Project Management) delivered complete project oversight for the reconstruction of Murray Street, Finley—a key commercial corridor requiring upgrades to improve safety, function, drainage resilience and pedestrian access. The project involved design coordination, cost apportionment with TfNSW, utilities management, reconstruction works and comprehensive stakeholder engagement with businesses, schools and the broader community.

Scope of Works

  • Design coordination and design review with TfNSW and BSC.
  • Apportionment of costs and negotiation of percentages with TfNSW.
  • Development of Project Management Plan, Engineer’s Estimate, and safety and environmental reviews.
  • Utility coordination with Essential Energy and Telstra for works near critical assets.
  • Procurement, tender compilation and evaluation.
  • Stakeholder and community engagement over the full duration of works.
  • Removal of the existing intersection pedestrian crossing.
  • Demolition and removal works.
  • New stormwater drainage installation.
  • Watermain installation.
  • Kerb, channel and driveway crossover reconstruction.
  • Replacement of existing sealed footpaths with new concrete footpaths.
  • Parking lane upgrades including two DDA-compliant accessible bays.
  • New mid-block pedestrian crossing.
  • Pinnuck Street intersection pavement upgrade.
  • Stockpile and replacement of community shed and street furniture.
  • Tree islands and planter boxes (conversion of raised islands to flush kerb planter boxes).
  • Signage and line marking to TfNSW standards.

Key Project Management Responsibilities

In8 delivered structured and coordinated management across all phases:

  • Led design review workshops with TfNSW and BSC, including review of the proposed mid-block crossing and sightline constraints.
  • Negotiated initial apportionment percentages with TfNSW and finalised them at completion based on actual delivery costs.
  • Identified critical activities near power poles and telecommunications assets and coordinated with Essential Energy and Telstra regarding pole support and non-destructive digging requirements.
  • Incorporated utility constraints, additional support requirements and service protection measures into the procurement documentation before tender.
  • Prepared project documentation including PMP, Engineer’s Estimate, risk assessments, stakeholder engagement plan and environmental controls.
  • Managed communication and correspondence associated with pavement reconstruction works delivered by TfNSW.

Construction Delivery, Stakeholder & Access Management

The works were delivered in a live main street environment, requiring careful access and stakeholder management:

  • Provided regular updates to shop owners, schools, the hospital and the broader community on staging, traffic management and access changes.
  • Actively managed access to businesses, including temporary alternate access arrangements and detailed staging around critical destinations such as the pharmacy.
  • Ensured that the contractor maintained access to key premises, including installing temporary ramps and prioritising footpath pours to restore permanent access quickly.
  • Oversaw demolition, excavation, pavement reconstruction, drainage and watermain works, ensuring compliance with safety, environmental and quality requirements.

Design Optimisation & Safety Improvements

  • Recommended use of 750 mm wide dual-sided crossing signs in place of the originally proposed 600 mm signs to improve visibility and safety at the new mid-block crossing.
  • Identified line-of-sight issues and facilitated the removal of two trees in consultation with TfNSW and Council, which was incorporated into the design drawings and approvals.
  • Delivered a coordinated package of parking, DDA access ramps, tree islands and signage to support a safer and more legible streetscape.

As-Built Documentation & Handover

  • Compiled full as-built documentation, including drainage, watermain, kerb and channel, footpaths, crossings, tree islands, parking lanes and line marking layouts.
  • Prepared reconciled cost and quantity records to support final funding breakdown and apportionment between TfNSW and other funding sources.
  • Provided BSC with all required records to support long-term asset management and future maintenance planning.

Project Outcomes

The Murray Street Reconstruction has significantly improved road safety, pedestrian legibility, drainage performance and overall aesthetics for the Finley community. The upgrade provides better access to local businesses, safer pedestrian crossing facilities and more resilient pavement and drainage infrastructure.
