Curry Project Management (now In8) managed the remediation of the Civic Precinct under the 2020–2021 Capital Works Program. Our team led the project from scope definition and procurement through to delivery, ensuring structural, architectural, plumbing and electrical issues were resolved in a safe, compliant and cost-effective way.

Project Overview

Location: Civic Precinct (local government facility)  |  Program: 2020–2021 Capital Works Program  |  Role: End-to-end project and construction management for structural and remedial works

Curry Project Management was responsible for managing remediation works at the Civic Precinct. Condition assessments had identified structural and maintenance issues, including cracking, water ingress and drainage defects. The project, funded through the 2020–2021 Capital Works Program, aimed to restore the building to a safe, compliant and durable condition while improving functionality and user amenity. CPM’s role covered all phases of the project, from early scope definition and procurement of contractors through to construction delivery and final acceptance.

Key Areas of Responsibility

  • Preliminary and procurement management: Developing a detailed scope of works based on structural engineer findings, obtaining quotes from qualified contractors and managing the procurement process to keep the project on schedule and within budget.
  • Internal and external structural remediation: Overseeing repairs to internal and external elements including cracked plaster, damaged concrete joints, water leaks, stormwater drainage issues and external brickwork.
  • Safety and compliance: Ensuring that all electrical, plumbing and structural works complied with relevant standards, building codes and council requirements.

Specific Responsibilities Under the Contract

The project management team was tasked with:

  • Preliminary stages: Managing site establishment and coordinating with structural engineers and contractors to confirm methodology and resourcing before works commenced. CPM drove the procurement process, obtaining competitive quotes for internal and external packages.
  • Structural remediation: Overseeing internal and external remediation works in line with the engineer’s report. This included removal of damaged plaster, repair of cracked concrete joints, inspection of steel frameworks and structural connections, and rectification of water leakage points.
  • Plumbing and electrical testing: Arranging plumbing pressure tests across supply lines, air-conditioning and water tanks, and commissioning an electrical safety audit to check for potential water ingress, particularly in ceiling downlights and distribution boards.

Procurement, Delivery & Site Management

CPM managed procurement through a structured tender and quotation process, ensuring contractors and suppliers were selected on capability, safety performance and value for money. Once engaged, CPM coordinated delivery of materials and sequencing of trades to minimise disruption to council operations and public use of the facility.

Site management included daily coordination of activities, monitoring of safety and environmental controls, staging of works within occupied areas and verification that workmanship met specification and manufacturer requirements. Clear communication with building occupants and stakeholders ensured the works proceeded with minimal impact on services.

Submissions & Compliance

CPM ensured that all submissions and approvals met local and industry standards, including:

  • Review and coordination of structural engineer designs, inspection test plans and method statements.
  • Management of building approvals, where required, and liaison with council building surveyors.
  • Regular reporting to council and key stakeholders on scope, budget, risk and program.

Detailed compliance checks were undertaken at key milestones to confirm that remediation works met safety, structural and environmental obligations before areas were handed back to council operations.

Summary of Works

  • Removal of cracked plaster, inspection of steel framework, pressure testing of plumbing systems, re-plastering, repainting and installation of new carpets and stainless-steel covers to eliminate trip hazards.
  • Repair and testing of box gutters, stormwater downpipes and external brickwork, including targeted repointing and sealant replacement. Installation of perimeter footpaths to direct water runoff away from the structure.
  • Propping and repair of pergola steel frames, replacement of control joints in brickwork and installation of new engineered fixings and anchors.
  • Electrical safety audits and plumbing pressure tests to verify compliance, identify latent issues and prevent future water ingress or electrical hazards.

Construction Management

CPM’s construction management role ensured that:

  • Removal and replacement of cracked plaster and damaged floor finishes were sequenced to maintain safe access, with grinding of slabs and stainless-steel covers used to remove trip hazards before new finishes were installed.
  • Inspection and repair of box gutters, stormwater downpipes and external brickwork were completed in a way that improved long-term durability, with landscaping and new paths ensuring surface water was directed away from the building.
  • Propping and repair of pergola steel frames, replacement of control joints and renewal of external sealants and fixings restored structural integrity and reduced future maintenance risk.

Contractor Coordination

The project management team ensured that contractors:

  • Executed structural and remedial works in accordance with the engineer’s report and the approved scope, coordinating specialist trades for plumbing, electrical and structural tasks.
  • Addressed water and stormwater issues through inspection and repair of drainage systems, ensuring water was effectively diverted away from the building envelope.
  • Completed landscaping and clean-up activities, reinstating disturbed areas and presenting a finished, safe and functional site at completion.

As-Built Construction Data

CPM ensured the collection of high-quality as-built information, including:

  • Detailed records of internal and external repairs, supported by photographic evidence and engineering sign-off.
  • Consolidated as-built data and certificates compiled into a final submission to council, demonstrating compliance with contract requirements and relevant standards.

Outcomes

By managing the preliminary stages, procurement and execution of structural and remedial works, Curry Project Management delivered a Civic Precinct that is safer, more resilient and fit for purpose. The project resolved immediate structural and water ingress issues while implementing long-term measures to reduce maintenance risk and protect council’s investment in this important community asset.
