Cloncurry Town Street Renewal Program
Program-level renewal of 10 town streets, delivering safer, more resilient pavements through reconstruction, realignment, stabilisation and bitumen sealing.
In8 (formerly Curry Project Management) oversaw the Town Street Renewal Program for Cloncurry Shire Council. The program focused on renewing and upgrading 10 town streets, improving road condition, safety and longevity. In8 managed the design and tender process for the Principal Contract and acted as Superintendent, coordinating removal of unsuitable materials, reshaping and realigning corridors, and delivering cement-stabilised and sealed pavements.
Project Overview
Before rebranding as In8, Curry Project Management was engaged to manage the Cloncurry Town Street Renewal Program. The program targeted 10 local streets requiring renewal, addressing underlying pavement failures, alignment issues and surface condition. In8 coordinated design development, tendering and delivery oversight to remove unsuitable material, reconstruct the formation, implement cement stabilisation and deliver new bitumen-sealed surfacing.
Key Areas of Responsibility
- Overseeing renewal works across 10 streets, ensuring improved road condition, alignment and safety.
- Managing removal of unsuitable materials and preparation of subgrade and pavement for reconstruction.
- Coordinating reshaping and realignment of streets to meet updated road design and corridor standards.
- Supervising cement stabilisation of the road base and subsequent bitumen sealing to provide durable, long-term pavement performance.
Specific Responsibilities Under the Contract
In8’s project management team was responsible for:
- Managing the end-to-end process of removing unsuitable materials, reconstructing the pavement layers and applying cement stabilisation and bitumen seals for each street.
- Overseeing reshaping and realignment of streets to improve traffic flow, crossfall and drainage, and to ensure each street was positioned correctly within the existing road corridor.
- Ensuring stabilisation mix designs, construction practices and bitumen seals met required quality and safety standards for local roads.
Procurement, Delivery & Site Management
In8 (then Curry Project Management) managed procurement through a transparent tender process, including:
- Preparing tender documentation that clearly defined scope, quality requirements, safety obligations and staging across the 10 streets.
- Selecting qualified contractors and sourcing high-quality materials suitable for the local environment and traffic loads.
- Coordinating with suppliers to ensure timely delivery of stabilising agents, gravels and bitumen products.
During delivery, In8 provided on-site oversight:
- Monitoring daily operations, contractor performance and adherence to program and traffic management plans.
- Enforcing WHS protocols and managing interface with local residents, businesses and council operations.
- Managing program timelines and sequencing to minimise disruption and maintain construction efficiency.
Submissions & Compliance
In8 ensured that all submissions complied with local and industry standards, including:
- Preparation and submission of design plans, pavement treatment strategies and traffic management plans for Council review and approval.
- Coordination with regulatory authorities and internal council stakeholders to ensure alignment with environmental and planning guidelines.
- Regular compliance checks and quality inspections to confirm that each stage met safety, environmental and construction standards.
Contractor Coordination
Acting as Superintendent, In8 ensured that the contractor:
- Removed unsuitable materials from all 10 streets and completed preparatory works for reconstruction in accordance with the approved design.
- Reshaped and realigned streets in line with plans, improving crossfall, drainage paths and corridor placement.
- Executed cement stabilisation and bitumen sealing using approved materials, application rates and curing practices.
- Managed on-site personnel and subcontractors so works were completed within agreed timeframes and to the specified standard.
As-Built Construction Data
In8 ensured accurate as-built records were maintained throughout the program, including:
- Documentation of removal quantities, stabilisation extents, pavement widths and seal types for each street.
- Test results for stabilised layers, compaction, surface levels and seal coverage.
- Electronic submission of as-built data to the Principal to demonstrate compliance with contract requirements and any funding guidelines.
Outcomes
Through structured program governance and on-the-ground oversight, In8 (previously Curry Project Management) delivered the Town Street Renewal Program on time and in line with Council’s quality and safety expectations. The renewed streets now provide improved ride quality, safety and resilience, supporting the Cloncurry community for years to come.
