Sheaffe Street Upgrade – Stages 2 & 3, Cloncurry

End-to-end design, procurement and superintendent services for a key main street upgrade, delivered in Cloncurry’s harsh outback conditions.

In8 (formerly Curry Project Management) led the Sheaffe Street Upgrade Stages 2 and 3 in Cloncurry, QLD. The project delivered new stormwater and water infrastructure, long-life pavement, improved intersections and streetscape upgrades – enhancing safety, resilience and the amenity of Cloncurry’s main street. In8’s scope covered design, procurement of the Principal Contract, superintendent services and coordination of all construction activities.

Project Overview

Before rebranding as In8, Curry Project Management acted as project manager and superintendent for the Sheaffe Street Upgrade Stages 2 and 3. The project delivered a multi-faceted upgrade including a new stormwater system, replacement of asbestos-based potable water mains, stabilised pavement and asphalt surfacing, roundabouts at key intersections, and a coordinated urban beautification program. Under the In8 brand, this project demonstrates our capability in complex town centre upgrades that combine underground infrastructure with traffic, safety and public realm improvements.

Key Areas of Responsibility

  • Managing installation of a new stormwater drainage system to improve runoff management and reduce localised flooding.
  • Overseeing replacement of the existing asbestos-based potable water system with a safer, more durable Blue Brute piping system, including safe removal and disposal of asbestos materials.
  • Managing construction of a stabilised pavement and asphalt wearing course designed for a 25-year design life suited to local traffic and climate conditions.
  • Coordinating construction of new roundabouts at critical intersections to improve traffic flow, turning movements and road safety.
  • Supervising installation of new road furniture and line marking to improve legibility, parking control and overall usability of the street.
  • Overseeing construction of new concrete footpaths, installation of an irrigation system and landscaping works to enhance amenity, shade and town presentation.

Specific Responsibilities Under the Contract

The In8 project management team (operating at the time as Curry Project Management) was responsible for:

  • Overseeing construction of the new stormwater system and managing the replacement of the existing potable water mains with Blue Brute pipes, ensuring compliance with safety and long-life asset performance standards.
  • Supervising pavement stabilisation, confirmation of design levels and construction of the asphalt wearing course, including roundabouts at key intersections to support heavy vehicle movements.
  • Coordinating installation of new concrete footpaths, road furniture, signage and line marking, and managing delivery of landscaping and irrigation works to improve both function and appearance.

Procurement & Delivery

In8 (as Curry Project Management) managed procurement of the Principal Contract through a transparent, competitive tender process aligned with council procurement policies and local government regulations. Evaluation focused on value for money, local capability, safety performance and demonstrated experience in regional roads and streetscape works.

Following award, In8 oversaw contractor mobilisation, programming and delivery of works within an operating town centre. Materials, plant and specialist subcontractors were coordinated to meet program milestones while maintaining access to local businesses and minimising disruption to the community.

Submission Compliance

The project management team ensured all necessary submissions – including designs, technical reports and approvals documentation – complied with council and regulatory requirements. This included:

  • Securing relevant permits and approvals prior to construction.
  • Ensuring designs aligned with planning, drainage and environmental guidelines.
  • Monitoring submission timeframes to avoid impacts on program and funding conditions.

Reporting & Acquittal

Throughout delivery, In8 provided regular progress reports to council and stakeholders, covering safety, program, risks, cost and quality. At completion, the team prepared and submitted acquittal documentation confirming delivery of all project outputs in line with scope, funding conditions and contractual obligations.

Contractor Coordination

The project management team ensured that the contractor:

  • Established a suitable worksite, cleared debris and completed preparatory works, including temporary traffic management and staging plans.
  • Accurately identified and protected existing services, coordinating with relevant authorities to prevent service interruptions.
  • Managed removal of asbestos-based water infrastructure in accordance with health, safety and environmental standards, including appropriate disposal.
  • Constructed stormwater systems, roundabouts, pavements, footpaths and landscaping works to the approved design and specification.
  • Completed testing, commissioning and provision of documentation, and restored the site to a clean, functional state at completion.

Design, Procurement & Supervision

In8 led the design process, ensuring concept and detailed designs responded to local requirements, freight routes and future demands. Design development considered stormwater capacity, road safety, heavy vehicle geometry and long-term maintenance.

As superintendent, In8 administered the contract, assessing claims and variations, managing extensions of time and ensuring that quality, safety and environmental obligations were met throughout construction.

As-Built Construction Data

The project management team ensured that the contractor maintained accurate, up-to-date as-built records, including:

  • Drawings and data reflecting any design changes made during construction.
  • Location and level information for underground services and drainage infrastructure.
  • Certificates, test reports and commissioning documentation for key assets.

As-built information was compiled in an agreed electronic format and handed over to council to support future maintenance, asset management and renewal planning.

Outcomes

The Sheaffe Street Upgrade Stages 2 and 3 have delivered significant benefits for Cloncurry. The improved stormwater system enhances flood management and road safety, while the replacement of the water mains provides a safer, more reliable potable supply. The upgraded pavement and roundabouts support smoother, safer traffic movements and reduce long-term maintenance needs. New footpaths, landscaping and irrigation have revitalised the street, creating a more attractive and functional urban environment for residents, businesses and visitors.
